Yes. On Patriot Day, designated September 11th of each year, flags should fly at half-staff to honor those who have died in terrorist attacks. In accordance with the designation officially given on December 18, 2001, by President George W. Bush, September 11th is Patriot Day, and as such flags should fly at half-mast.

In the year 2021 Patriot Day was observed Saturday, September 11 2021 and people of the United States of America remembered the brave service members, and public defenders as well as the passengers of flight 93 and all of their families by taking a moment of silence and flying their flags at half-staff.

When is Patriot Day 2022?
